Director Tsen dedicated the meeting to San Francisco Public Defender Jeff Adachi who passed away on February 22nd.


2.         General Public Comment

            Sherry Williams, One Treasure Island, commented on four rounds of funding awarded from OEWD for the driver education program and thanked TIDA for their support.

            Alex Francois, One Treasure Island, commented on success of the programs and reviewed retention rate data.


3.         Report by Treasure Island Director

Robert Beck, Treasure Island Director, reported on development and operation issues on Treasure Island.

On March 7th Supervisor Haney held a town hall on the island. The town hall was very well attended with around 90 people present, primarily residents.

Supervisor Haney commented on the town hall and issues raised among residents, including power outages and the proposed toll.

There have been five power outages so far this year, compared with five all of 2018. TIDA is working with DEM and SFPUC on response escalation protocols.

TreasureFest resumed February 23rd and 24th with large crowds. The entrance fee is now $4 when purchased online, but $7 at the gate.

The Treasure Island edition of DCYF’s Neighborhood Pop-Up Summer Resource Fair is scheduled for Saturday April 6th at ShipShape.

There will be a grand opening event for the community garden on April 22nd.

The Board of Supervisors has proposed the measure Sunlight on Dark Money to be placed on the November 2019 ballot.

The target date for traffic to shift to the west side of the Causeway and onto Clipper Cove is

April 12th.

Installation of wick drains and vibratory compaction north of California should be complete by the end of March. The first area of surcharge is nearing completion.

Subphase application review is nearly complete and anticipate approving next month.

Next TIDA Board meeting will be held on April 10th at the Treasure Island YMCA. The meeting will begin at 6:30pm with a poster session beginning at 5:30pm.


Director Tsen asked the reasons for the power outages and asked for clarification on Sunlight on Dark Money.


Judson True introduced himself. He will be helping deliver the Mayor’s goal of 5,000 units of housing per year, with 30% affordable. Looking forward to working with TIDA.


Director Tsen, Director Richardson, Director Giusti, and Director Lai welcomed Mr. True and commented they are excited to have him on board.

Director Lai invited Mr. True to assist TIDA on their budget.

Director Lai requested item 6a to be pulled from the consent agenda and voted on at the April meeting.


Director Richardson moved items 6b and 6c.

Director Giusti seconded the motion.

This item passed unanimously.


7.         Street Naming Conventions  

Bob Beck, TIDA, reviewed the proposed street names. Streets are proposed to be named after landmarks of the Golden Gate International Exposition and people – primarily artists and architects – who contributed to the Golden Gate International Exposition. Most of the street names on YBI will be maintained.


            Director Tsen commented she is glad we are retaining history of island and also including artists and poets in the naming.


8.         Overview of FY20 Budget Development

            Bob Beck, TIDA, reviewed the Fiscal Year 2019-2020 budget.

Mr. Beck reviewed the budget schedule. The proposed budget will be presented to the TIDA Board for approval in May. Board of Supervisors Budget Hearings will be held in June.

Current fiscal year revenues will be less than projected.

Commercial revenues less than projections by ~5% largely due to Hangar 3 vacancies.

Net residential income projected to be below estimates. Total expenditures are projected to be within budget. Total expenses will exceed current fiscal year revenues.

Continuing programs in FY 19/20 budget include YMCA, DPH, One Treasure Island, Toolworks, Rubicon, and facilities maintenance.

The budget will increase with additional TIDA staff positions and professional service support of developmet activities.

TIDA will consult with City Agencies to update estimated interdepartmental work orders and meet with TICD to review proposed budget as required by the DDA.


            Director Tsen requested to see the draft budget as soon as it is available.

            Director Richardson commented the budget needs to include development research like the recent New York trip.

Supervisor Haney asked what the additional TIDA staff positions are and asked if the people doing the community engagement and outreach are contractors.

            Director Lai commented that budgets are clear indicators of company’s priorities and TIDA’s budget must highlight housing development and interim assistance for current residents.



9.         Overview of Treasure Island Geotechnical Program by ENGEO

            Uri Eliahu, ENGEO, presented an overview of the Treasure Island Geotechnical Mitigation Program. Mr. Eliahu reviewed the original conditions, existing conditions, and summary of historic site settlement.

Mr. Eliahu reviewed the Direct Power Compaction Field Test used for densification at depth and to increase lateral effective confining stress. Vertical strip drains provide a “path of least resistance” for groundwater pressure at depth, reducing the surcharge timeframe.

            Mr. Eliahu reviewed sand densification. Direct power compaction is designed to improve upper 50 ft. of soil profile. Tamping is used to complete densification of upper 10 ft. of the soil profile.

            Mr. Eliahu reviewed the subsurface exploration, engineering analyses, and deep soil mixing.

            Foundation options include shallow foundations for low-rise structures, moderately deep foundations for mid-rise structures, and foundations to bedrock for towers.


            Director Tsen commented that once developed the safest place to be during an earthquake will be on Treasure Island. Director Tsen asked about sea level rise and if there are special guidelines for TI buildings to account for flood conditions.      

            Director Giusti asked about compaction.

            Director Lai asked how sea level rise allowance is determined and if after densification will TI no longer be a liquefaction zoneuested information on other projects that have utilized the same technologies.


            Jim Hancock, Treasure Island Sailing Science Center, asked what is being done for stability of foundations under historic buildings.
