Plant Construction seeks CCSF Contract Monitoring Division (CMD)-certified SBE contractors to bid on the Site Utilities scope for the Treasure Island interim gas main and 12kV overhead power instalation. The project scope of work includes, but is not limited to the following: Install of approximately 7000 lf of underground gas main including all excavation, placement, backfill and hardscape patching.  12kV overhead power work complete including all excavation, new poles, patching, tree trimming. The proposed 12kV distribution system work predominately consists of trench and excavation, conduit, box, vault, and box pad placement, and grounding. General intent of the work is to provide a complete substructure system that will accommodate SFPUC supply and install of three pad mounted 25kV interrupters, and a station service transformer and all 12kV cable connections. The Contractor shall furnish all supervision, labor, materials, equipment and related services necessary to complete the work as per the Contract Documents. The work will also consist of but is not limited to:Protection of existing structures, utilities,appurtenances and facilities; Minor Demolition (as needed);Minor Utility relocation(as needed);Traffic control;Construct temporary roadway/access (as needed); Minor SWPPP; and Coordination with CCSF/SFPUC and various other agencies.

TICD-20-03 Job-Walk (Optional):
Photos will be shown during the online Pre-Bid Meeting to help with visualization of the site.  There is an optional site walk to give Bidders an opportunity to visit the project as needed.  Any Bidders participating on the site walk are obligated to practice social distancing guidelines as per the following: https://sf.gov/stay-6-feet-apart-social-distancing
 
The site area is visible via public streets, however Bidders won’t be able to gain access within the project site fence line. In short, they can see the project from outside the fence and within Public Right of Way.  More information on the Optional Job Walk will be provided during the Pre-Bid Conference on April 16, 2020.

TICD Contracting Opportunities Background:

Contracts for physical construction and improvements (including: abatement, demolition, construction, street installation and utility system installations) are managed and issued by Treasure Island Community Development (TICD).  These contracts are private contracts, and TICD's solicitation and contracting obligations are defined by the Project's Small Business Enterprise Procedures - Treasure Island/Yerba Buena Island (the "SBE Procedures"). As an objective of  the development of Treasure Island is to create contracting opportunities for small business professional service firms and construction contractors, a Jobs and Equal Opportunity Program (the “Jobs EOP”) was attached to and made a part of the June 28, 2011 Disposition and Development Agreement between TIDA and TICD.

The Jobs EOP includes a number of employment, contracting and economic development provisions,and Section 3-Participation Goals for Small Business Enterprises of the Jobs EOP establishes small business policies and participation goals for Covered Work.

The SBE Procedures implement the Small Business Enterprise participation goals set forth in the Jobs EOP and in accordance therewith require good faith efforts designed to ensure that monies are spent in a manner that provides SBEs with an opportunity to compete for and participate in the Covered Work and to ensure broad contracting opportunities for all categories of SBEs.
