  1. Approval of February 2, 2016 CAB Minutes

The minutes were approved with two corrections: #8 should be Mark Conner instead of Mark Dunlop and #4 Nathan’s last name is misspelled, should be Brennan.

 

  1. TIDA Staff Updates

 

  1. Treasure Island Development Authority Board

The first development parcels were transferred to TICD last week. This marks the real beginning of work in the first sub-phases. Soon the demolition contractor will mobilize on YBI. TICD received bids for water storage reservoirs on YBI. There was only 1 bidder, which was not unexpected due to the type of storage construction.The bid was in line with estimates, and TICD plans are to move forward with the contract.

 

  1. Legislative

Planning for and financing affordable housing is an active area of discussion.The Board of Supervisors’ Land Use Committee held a hearing on a proposed resolution asking TIDA to see if the passage of AB2 last fall would allow us to increase affordable housing on TI to 40%. AB2 does not provide any additional funding and therefore will not allow us increase affordable housing.The resolution was referred to the call of the chair.TIDA will continue working with other City agencies on the IFD formation and achievable levels of affordable housing.

 

  1. Navy Environmental Program
    1. Site 12 the Housing Area:  Contractor work continued as weather conditions allowed.  In site 12, fieldwork continues in the testing and cleaning up of the three solid waste disposal areas (SWDAS). The clean up is for low level rad and any munitions scrap.  Soil is removed and taken to screening pads, where it is allowed to dry, gets screened for radiological contamination and is examined for any UXO (unexploded ordinance). To date, 50 inert munitions items, including shell casings have been found. A bayonet and a Japanese rifle were found during February.  All soil is scanned, any items found are removed, and contaminated soil is prepared for disposal to an appropriately classified landfill.  Areas are backfilled with clean soil
    2. North Point Area: 75% complete; 7,878 cubic yards removed to date.  18 Low Level Radiological Objects, LLRO's, found and removed. Building 1235 is being prepared for demolition. Scanning for radiological contamination of building materials was completed and now asbestos materials removal is in progress
    3. Bayside Area: 63% complete; 8,245 cubic yards removed to date. 69 LLRO's found and removed. Four building concrete foundations scanned, cleared for demolition and disposal. After backfilling around historic burn area, equipment will be brought in to excavate down to 8 feet.
    4. Westside Drive Area:  35% complete; 450 cubic yards to date; The contractor expanded the 20 foot by 40 foot cribbing box over the former Building 1321 deep waste area to 60' X 60' in order excavate all of this disposal area into the water table. Five building foundations were scanned and removed. 116 LLROs have been found and removed.
    5. Site 32 Soil Cleared for Disposal -More excavated soil was cleared by RASO (Radiological Affairs Support Office) it is not LLRW (low level radioactive waste). More was hauled off site to a permitted landfill.
    6. Historic Avenue “N” Wood Stave Pipe Removal: This historic wood stave storm drain from Avenue N to the Bay was replaced by a concrete swale in the mid 1970's.  It was filled with concrete slurry and abandoned in place. It is being removed to check for any radiological contamination from the Navy's radiation training in Building 233. The soil, pipe and concrete are all being removed, tested for contamination, and then disposed of in an appropriately classified landfill. Approximately 65’ of pipe is being left in place because it is under the Island's buried 12KV power supply cables. The street has been closed and a temporary storm water line installed during construction.  Preliminary screening found no radiological contamination. This project will backfill, re-pour a concrete swale, remove the temp line, and reopen the adjacent road in March.
    7. Also on March 30 at the Casa the Navy will host a Proposed Plan meeting to review the approach proposed to address the remaining areas in the residential neighborhood (Site 12). The proposed plan meeting is a mandated steps in the remediation process.

 

  1. Tree Management Program

See presentation for full details. Pamela Conrad with CMG Landscape Architecture presented. CMG has been working with TIDA and TICD over last few months. This has been the most rigorous and thoughtful process she has witnessed in her 10-year experience.

Current conditions: YBI has a lot of vegetation, primarily eucalyptus. Less vegetated on TI.

Future plans: New SF neighborhood.

There will be a lot of geotechnical impacts on TI for the initial phases. It will be a very large construction site. It will be almost impossible to protect the trees in that area.

There will also be a lot of infrastructure work on YBI along Macalla Road to make it a safer road for travel. Trees will have to be removed for that work and for the placement of water tanks.

There will about 3,700 new trees between the two islands in the future; in parks, lining streets, shared public ways, and at the YBI Hilltop Park.

Looking at the idea of transplanting some trees that are already on site that could be boxed up and moved to a new site. This will happen in the fall. Replanting will begin in 2017 and 2018. For the trees that have been removed, about 30,000 board feet of wood has been identified which can go back into building materials or used for park infrastructure, etc.

About 1,500 trees will be removed in the first sub-phase areas, and about that many will be replanted within the sub-phase. In total about 2,500 will removed over the course of development, but about 3,700 new trees will be planted, for a net gain of 1,200.

18 of the big palm trees will be moved to the entry plaza at Building One in 2017.

About 60 Olive trees will be relocated to the “historic’ district.

Questions:

  • Invasive is obviously a bad thing, but what does Non-Native mean?  That means that they naturally don’t exist on the islands. Their harm factor depends on if they are invasive or not.
  • Will the stumps by the star buildings be removed? Yes. The trees will be removed by the demolition contractor prior to the geotechnical work.
  • Where will the Nursery be located? The goal is to keep them on the island because there is a very specific microclimate on the island.  A couple of locations have been proposed, but a final decision has not been made.
  • Will aerial photographs of the island look different in 5 years? Yes, the Eucalyptus that are there and have grown for the past 50 years have obviously made a significant visual impact and other trees will take a while to grow or may grow more slowly. A lot of the replacement trees are slower growing and will not grow as tall.

 

  1. YBI Habitat Management Plan

TIDA entered into a MOU with the Department of Environment for assistance for implementation of the Habitat Management Plan. Tentatively planning to do an event in April around Earth Day. This would be a volunteer project to help tend to some invasive plants and other such type projects.

 

Peter Brastow from SF Dept of the Environment presented.Used to run a NPO called Nature in the City and did habitat work at Presidio and GGNR.

Presented pictures depicting history of the islands and local geographic history. The fiesta flower is native only to YBI locally and some seeds from that may be reintroduced to the mainland. Another interesting feature is a sea lion beaching area. There is also a globally rare plant, the dune gillia.

  • Once the habitat is restored to the recommendations of the plan, does that management or tending go on forever more? Yes. The stewardship continues forever.
  • Is the Oak on the west side considered original growth? Yes, as far as we can tell. There are a lot of historical accounts of those trees being in that place. Even ones that had previously been cut may have grown back from the stumps.
  • How are the invasive plants, like iceplant on the beach, removed? Iceplants are pulled by hand. The Oxalis is controlled through herbicide as a last resort, and in compliance with the best practices for the city.
  • What is the Herb that Yerba Buena is named after? There is an herb, but it does not occur on YBI. It may be reintroduced.
  • Is a ‘Social Path’ just a nice way of saying “people walk in places we don’t want them to?” Yes.
  • Did the goats that were out on the island previously do any damage? Peter wasn’t familiar with the practice, but we don’t just want goats to run around willy-nilly.

 

  1. Waterfront Plaza Public Restrooms Concept Design Update

This could be one of the most controversial topics that has been presented in a long time. The restroom is a required element in the open space plan. It was originally conceived to be in the Ferry Shelter. During the design of the shelter, the team strove to make the structure as transparent as possible and explored moving the restrooms into Building One, but the transit operators and access coordinators pushed for the restrooms to remain on the waterfront. Building One was believed to be too far away so we continue to explore sites on the waterfront near the Ferry Terminal.

  • Why couldn’t the bathroom be inside the Ferry Building or closer? The concept for the Ferry Building is that it is just a threshold vs. a true, solid building. Including a bathroom also changes the classification of the building which triggers other requirements. Also, wanted to include the seating areas adjacent to the shelter while maintaining the views as much as possible. This location has the bathroom about 100ft from the Ferry Terminal.
  • Where is the closest crosswalk? Won’t people just jaywalk because of where the bathroom is? It’s less about people saving time, than what they see. They will beeline towards the toilet.
  • There are two seating areas side by side, but the bathrooms are pretty far away. Why not split the difference?
  • How can it be treated as more of a landscape element instead of an architectural element just dropped into the space?
  • What about cloistering the restroom with the bike storage area? Too far away.
  • What about a sunken concept, or partially sunken concept that lowers the visibility of the building? That is great in some aspects, but there is a concern for safety and visibility supports safety.
  • There is little difference between 30 seconds and 2 minutes, why not put it further away. This is precious water front which should be preserved.
  • What considerations went into putting it to the north vs. to the south? Also, have prevailing winds been considered? The south side is a viable option and makes sense for bus offloading and waiting and there is already bus stop structures in that place.
  • Karen requests no precast concrete. Please!
