2. General Public Comment
Jim Mirowski, Treasure Island Wines, asked if there are any agreements requiring the tolls.
Paris Hayes asked if there is a contingency plan for businesses and residents in case of a natural disaster.
Carol Harvey asked about porta potties on TI during water service interruption and thanked Director Richardson for assistance at the November meeting.
Jeff Kline commented on relocation rights and urged residents to file a grievance.
Lourdes Haro, General Manager of Rubicon, commented that she is looking forward to changes and continuing to be a contractor on the project.
Hope Williams commented that she has never received any notice about a disaster plan and never heard about tolls.
Steve Stallone, Treasure Island Wines, asked where it states that tolls are mandatory.
Director Dunlop commented on the effective notifying of residents regarding the water outage.
Director Lai asked where a toll is referenced in documents.
Director Richardson asked about a disaster plan on TI.
3. Report by Treasure Island Director
Robert Beck, Treasure Island Director, reported on development and operation issues on Treasure Island.
Sherry Williams, One Treasure Island, reported on their Construction Training Program graduation. Ms. Williams commented on their free tax assistance program and recognized some remarkable volunteers: Bart Rugo, Amanda Scharpf, Ben Seisdedos, and Elsa Marconi.
Travis Lund, Treasure Island Sailing Center, reported on their programs and “Opening Day on the Bay” event on April 22.
Shiante Lewis, YMCA, reported on YMCA updates and upcoming activities.
Mr. Beck continued his report.
There was a power outage on April 2nd caused by a goose flying into the new lines along Clipper Cove. Power was restored within three hours. Residents can text 94130 to 888-777 for alerts.
In order to isolate existing lines to be demolished and connect new lines to system the water system needs to be temporarily shut down. These overnight water shutdowns will occur four times.
TreaureFest was held March 30th and 31st with great weather and large crowds. Next will be the 27th and 28th of April.
San Francisco Department of Children, Youth and their Families hosted a Treasure Island Pop-Up Summer Resource Fair at ShipShape on Saturday April 6th.
On April 10th TIDA, SF Environment, and Cal Academy of Sciences hosted the third annual YBI Bioblitz with approximately 25 participants, including Director Tsen.
Grand opening event for the community garden on April 22nd.
Recology will be hosting a clean-up day on May 25th for residents to bring out bulky items to dispose of.
On April 2nd the Board of Supervisors approved long term leases with the Treasure Island Sailing Center and the Treasure Island Marina.
Director Tsen commented on the Bioblitz and recognized Peter Summerville for his effort.
Supervisor Haney provided an update on issues raised at TI Town Hall.
Director Samaha requested more on-island meetings.
Paris Hayes commented on the toll.
Director Lai commented on timing of gas and water interruptions.
Director Lai asked to see the budget before the next ITC meeting.
Director Dunlop commented on neighborhood cleanup on Clipper Cove on Saturday April 13th.
6. CONSENT AGENDA
- Approving the Minutes of the February 13, 2019 Meeting
- Approving the Minutes of the March 13, 2019 Meeting
- Resolution Approving and Authorizing the Execution of a Fifth Amendment to The Professional Services Agreement between the Treasure Island Development Authority and Young Men’s Christian Association of San Francisco (formerly Embarcadero YMCA, a Branch of the YMCA of San Francisco), a California non-profit corporation to increase the annual contract amount.
- Resolution Approving and Authorizing the Execution of a Fifth Amendment to Sublease and Property Management Agreement between the Treasure Island Development Authority and John Stewart Company, a California Corporation to remove 1202 Mariner Drive from the Premises.
- Resolution Approving and Authorizing the Execution of a Third Amendment to Sublease No. 963 between the Treasure Island Development Authority and HealthRight 360, a California non-profit corporation, to amend the Original Sublease to add 1202 Mariner Drive to the Premises, and increase the Common Area Maintenance Fee and Utility Fee.
Director Richardson moved the consent agenda.
Director Samaha seconded the motion.
This item passed unanimously.
Vitka Eisen, CEO HealthRight 360, commented on their program and is grateful for the opportunity.
7. YBI Condominium Building
Sara Doran, Wilson Meany, presented the first Yerba Buena Island residential building. Parcel 4Y will have a 6-story podium with 124 units, 37 townhomes, and 16 flats. Parcel 1Y will have 32 townhomes, 41 flats, and 5 single family homes. Parcel 2Y is a future hotel site. Parcel 3Y will have 12 courtyard townhomes and a clubhouse. Construction will be phased, starting with the 3Y and 4Y parcels. Podium Building site work expected to commence promptly following loan closing. 1Y land acquisition and construction start will occur in mid-2020, with construction to be phased to meet market demand.
Director Dunlop asked about public accessibility on YBI and the price of affordable units.
Supervisor Haney asked about market rate units and if BMR units will be available to TI residents first.
Hope Williams commented that there is a discrepancy from what she was told in Homeowners program.
Christoph Oppermann commented on the proposed condominiums.
8. Chinatown Community Development/Swords to Plowshares Building Update
Joanna Ladd, Chinatown Community Development, presented the Maceo May Apartment project. Ms. Ladd introduced Swords to Plowshares and Chinatown CDC. Maceo May Apartments will be the first new building to be built on Treasure Island and is designated as supportive housing for formerly homeless and low-income veterans, in recognition of the Island’s history as a Navy base. The 104 apartment units will include 42 units for formerly homeless and/or low-income veterans currently living in Swords housing on TI, 54 units for veterans exiting homelessness, and 8 units for low-income veterans, including any pre-DDA low-income veterans. Ms. Ladd reviewed the design features, financing, and project schedule. Building scheduled to open late 2021.
Director Lai asked who will provide on-site services.
Supervisor Haney asked about availability in this building for pre-DDA household, and if TI residents will have priority.
9. Mercy Housing/Catholic Charities Building Update
Nabinah Azim, Mercy Housing, presented an update on Treasure Island Parcel C3.1. Ms. Azim reviewed the Mercy Housing and Catholic Charities partnership. Parcel C3.1 will be the 3rd affordable housing project they have developed together. Parcel C3.1 will have 135 apartment units with property management and residential services, close proximity to planned AC transit bus stop, bike parking, on-site laundry facility, and adjacent to proposed 6th Street Park. The units will include 66 Catholic Charities units, 45 affordable units (including income eligible pre-DDA households), and 23 non income qualifying pre-DDA households. Earliest move in date is
1st quarter of 2023.
Director Richardson commented that 66 Catholic Charities residents will be moved into this building.
Director Lai commented on bedroom size and people living in income bracket.
Supervisor Haney asked about income eligibility of pre-DDA households.
10. Pathway to Below Market Rate Homeownership
Karen Eddleman, ARWS, reviewed the pathway to Below Market Rate (BMR) Homeownership on Treasure Island. Ms. Eddleman reviewed program eligibility, TIDA Community Engagement, benefit options for eligible households, down payment assistance, determining household area median income, and the steps to BMR homeownership.
Director Samaha asked how residents are being educated.
Director Lai asked about engagement and discussion of HOA fees.
Supervisor Haney asked about BMR housing eligibility and commented that he believes post-DDA tenants could be included in BMR availability.
Ali Jelveh requested a meeting with a focus on the toll and housing.
Byron Kaufman asked about market rate notice.
Jeff Kline asked why there is no rental housing on the island.
11. Discussion of Future Agenda Items by Directors
Director Samaha requested to have more meetings on TI for increased resident engagement and proposed four on-island meetings per year.
Supervisor Haney requested an update on environmental cleanup and a meeting specific to housing.
Relevant documents such as resolutions, staff summaries, leases, subleases are available at the Treasure Island Development Authority Office, One Avenue of the Palms, Second Floor, Treasure Island, and the Government Information Center at the Main Library, 100 Larkin Street. Public comment is taken on each item on the agenda.
If any materials related to an item on this agenda have been distributed to the TIDA Board of Directors after distribution of the agenda packet, those materials are available for public inspection at Treasure Island Development Authority, Building One, 2nd Floor, One Ave. of Palms, San Francisco, CA 94130 during normal office hours.
The Treasure Island Development Authority holds its regular meetings at San Francisco City Hall. City Hall is accessible to persons using wheelchairs and others with disabilities.
