General Overview:

Contracts for the TI/YBI Development Project's physical construction and improvements (including: abatement, demolition, construction, street installation and utility system installations) are managed and issued by Treasure Island Community Development (TICD).  These contracts are private contracts, and TICD's solicitation and contracting obligations are defined by the Project's Small Business Enterprise Procedures - Treasure Island/Yerba Buena Island (the "SBE Procedures").

An objective of  the development of Treasure Island is to create contracting opportunities for small business professional service firms and construction contractors, with a Jobs and Equal Opportunity Program (the “Jobs EOP”) attached to and made a part of the June 28, 2011 Disposition and Development Agreement between TIDA and TICD.

The Jobs EOP includes a number of employment, contracting and economic development provisions, and Section 3-Participation Goals for Small Business Enterprises of the Jobs EOP establishes small business policies and participation goals for Covered Work.

Treasure Island/Yerba Buena Island Small Business Enterprise Procedures:

The Small Business Enterprise (SBE) participation goals set forth in the Jobs EOP and in accordance therewith require good faith efforts designed to ensure that monies are spent in a manner that provides SBEs with an opportunity to compete for and participate in the Covered Work and to ensure broad contracting opportunities for all categories of SBEs.
