Major Phase 1: Major Phase Application and Sub-Phase Applications
On May 13th, 2015 the TIDA Board of Directors approved the Major Phase Application for Major Phase 1, the first phase of development. The Treasure Island and Yerba Buena Island “Project” is divided into four “Major Phases” (large, mixed-use areas) of development and, within each Major Phase, various “Sub-Phases” (one or more adjacent blocks within the Major Phase). This Major Phase 1 Application presents refined infrastructure designs and consolidated project information related to Major Phase 1.
TI/YBI Streetscape Master Plan
Approved by the TIDA Board of Directors in February 2015, the TI/YBI Streetscape Master Plan furthers the Treasure Island / Yerba Buena Island Design for Development document and contains more specific design standards and guidelines that will direct the implementation of streetscapes on both islands. It also provides overarching vision, describing the goals and intent of the broader streetscape network.
Economic Development Conveyance Memorandum of Agreement (EDC MOA)
Approved in July 2014, the EDC MOA establishes the terms, conditions and schedule governing the transfer of title of the former Naval Station Treasure Island property excluding property to be retained by the U.S. Coast Guard and the U.S. Jobs Corp to TIDA. The EDC MOA is a critical enabling document allowing the transfer and redevelopment of the former base; and, in conjunction with the DA and DDA, create a clear path to title to Treasure Island Community Development, the Island's Master Developer.
Disposition and Development Agreement (DDA)
Approved in June 2011, the DDA governs the Developer's right to develop the Project in a series of Major Phases and Sub-Phases and to sell or ground lease developable lots to vertical developers for development, all in accordance with all of the governing land use and entitlement documents, including the General Plan Amendment, the Development Agreement, and the Design for Development. The Disposition and Development Agreement also governs the Developer's obligations with respect to Project elements including publicinfrastructure, affordable housing and community benefits.
Treasure/Yerba Buena Islands Design for Development (D4D)
Approved in June 2011, this award winning document – the Treasure Island and Yerba Buena Island Design for Development (“Design for Development” or "D4D") – implements the Treasure Island / Yerba Buena Island Special Use District and contains more specific design standards and guidelines that will direct all future development on both islands. It also provides an overarching vision, describing the goals and design intent of the islands’ development.
The vision it advances is bold but achievable: to create a family of new neighborhoods in San Francisco that are an international exemplar of sustainable development, set within a framework of public parks and open spaces that will be a resource and an attraction for the entire Bay Area.
Interagency Cooperation Agreement (ICA)
To ensure that the Project be completed in compliance with the schedule of performance, the Project’s entitlement documents includes an Interagency Cooperation Agreement (“ICA”). The ICA provides for Public Works’ obligation to review and approve subdivision mapping, Street Vacations, Public Improvement Agreements, Improvement Permits, Determination of Completeness (“DOC”), Acceptance submittal to the Board of Supervisors as well as Acquisition of public infrastructure.
